Someone is often going on peoples nerves, because of his intruding and dominant behaviour, but he himself does not know or realize that. People find him insensitive but no one ever tells him. They do not want to be cruel, they do not want to hurt him with words.
They are maybe just avoiding him a little bit. Just a little bit so that he hopefully does not realize. He generally thinks he is getting along well with people, but every once in a while in his life he wonders if there is something wrong. He never finds out why.

Is it mercy at all to hold back a truth that might be hard and hurting?
To what extend is it fear of responsibility?
Is it avoiding the unpleasant job of being the one, who tells an unpleasant truth?

Lying or holding back truth out of mercy means to assume in advance that someone is not going to be strong enough to take the truth. That might be even true in some cases, but how do I know about that? It might also be an arrogant judgement. How would I know if I never risk?

What exactly is mercy at all?

Is punishment ever fair?
